…You are correct!, the photo was taken at night. Sometime between 11 PM and Midnight..
The light is from the moon and a street lamp.

Note: the photo hasnt been edited or modified in Photoshop or anything. It was resized and cropped, but other than that it is entirely unmodified.
Here’s another version which has different coloring due to flash/white balance error.
